Canter's Deli, a Los Angeles institution for nearly 100 years, is the latest to sound the alarm over skyrocketing Los Angeles Department of Water and Power (LADWP) bills. The famed deli said its monthly LADWP bill went up nearly $11,000 in just a few months.
